The 15-year-old student at King's School, Ely, faced tough opposition when he took to the water on Monday.
Having achieved selection for the J16 single sculls, he took on the French champion over the 1,500m course and pulled away to win by three lengths.
James' season continues next weekend at the National Championships, again at Nottingham, and possible selection for the Home Countries International at Cork the following week.
At the National Schools' Regatta earlier in the season, James won a gold medal in the J15 sculls and a second gold as a member of King's winning J15 quad.
