Gladman Developments has resubmitted plans to build 128 new homes in Witchford – a matter of weeks after a first round of plans were controversially rejected by councillors.

East Cambridgeshire District Council’s planning committee threw out Gladman’s plans against the advice of experts last month, saying, among other things, that the homes were too close to the A142 and could cause traffic issues.

A few weeks on and Gladman has resubmitted its plans for Field End, and included a 190-page independent transport assessment which concludes that the development would not, in fact, cause any problems on the A142.

The report, carried out by Stirling Maynard, said: “Traffic accident data for the last five years has been obtained from Cambridgeshire County Council’s web site.

“The number of accidents around the bypass over a five year period is not inconsistent with a road of this type with these traffic flows and the amount of additional development traffic is immaterial compared to the base level of flow.

“Overall therefore it is not felt the development will have a material impact on road safety in the area.”

Gladman is seeking only ‘outline’ planning permission for the homes, with all future details, like design, layout and density, agreed by councillors at a later date.

Gladman will not be building the homes, but intends to gain planning permission and then sell the land on to a house builder.

Gladman also had a utilities survey carried out, in order to prove that the development of 128 homes would not have an adverse impact on local electric, gas and water resources.

The developer concluded: “Initial investigations have not highlighted any concerns or engineering difficulties with servicing the proposed development with new gas, water, electric or telecommunications connections.”
