Why is this pollution allowed?

HERE we are on one of the most beautiful days you could possibly imagine and we are shut in our house with all the windows and doors closed. We are unable to sit in the garden and enjoy the sunshine or hang out washing or just potter around. Why? Because someone is happily burning rubbish on the Roswell Pits site causing great smoke pollution to fill our properties and destroy our right to enjoy our homes.
I seem to remember promises when the site was sold that there would be no damage to the environment.
When we moved here we were told that we were not permitted to make bonfires, so why is it that other people are exempt from this ruling? Can anyone give me some answers.
