JAN Morris may be able to claim direct payments for her care. It is a Government system through which a person receiving care can be paid directly from Social Services (Or possibly PCT) and employ their own carers thereby making the care provided more flexible and suit the service users' needs better.
It is not all that simple to administer but Ms Morris sounds like the type who likes a challenge and help should be available with the administration.
The Social Services (or PCT) should be able to provide her with information as I work for Norfolk Social Services and am not familiar with East Cambs and Fenland PCT procedures.
