I see that Cambridge is leaping headlong onto the road toll bandwagon. In an effort to stop people from going there they are proposing to make everyone pay a charge "to stop congestion." If they were really serious in wanting to stop congestion they could get rid of the hundreds of traffic lights that incessantly hold up traffic all day and all night. They could introduce a proper one-way system, like the arrangement in Warwick which also has small, mediaeval roads. The odd one-way roads that now exist only add to congestion. They could stop building shopping arcades, as these will only attract extra visitors. (Oh no, silly me, they want our money, they just don't want us.) They could also move some offices out of the place so that the unfortunate workers don't have to try to drive in each day. The county council offices spring to mind...
But, of course, it's easier to charge, ban and restrict than to do something constructive. Also a grant of £500,000,000 to set up the charging system has been mentioned. You can buy a lot of guided busses for five-hundred-million pounds!
