The local medical centres should all have several wards where potential hospital patients are taken in for transition to and from hospitals. They would be checked for virulent infections, fitness for hospital treatment and post op/medical treatment recovery. The local GP's might then be earning what the Labour Government have poured into their pocket books and it would also help to monitor, via local nurses and midwives, that potential patients are fit enough to go into the cottage hospital rather than a conventional hospital.

Also, emergency specialist treatments could then be delivered down line to the cottage hospitals if necessary.
