Disgrace of the cemetery

I RECENTLY visited the cemetery at Ely, and I was absolutely disgusted at the sight of a vast number of graves that have been covered in yellow hazard tape. I think it is appalling and very inconsiderate.
To paint the picture, in the bottom corner near the junction at Prickwillow Road, and Beech Lane, there must be approximately 50 headstones with yellow hazard tape wrapped right around them, the tape is wrapped round twice, and is about 10 inches wide.
On most of the stones, the names and details have been completely covered. These headstones have been put in place over the last four years, so it is not as if they are old.
This is not the only area within the cemetery, but it does have the largest amount of headstones with tape on them.
I feel for the families whose relations these headstones belong to. These are parents, husbands, wives, partners, children, brothers, sisters and friends, they deserve respect and do not deserve to be covered in bright yellow tape because the council are worried they will get sued if a head stone falls on someone.
Having looked at the headstones, most look as if they would require a very hard push to fall over in the first place.
Could the council just not put a warning notice to tell people not to touch them?
This has been brought about by the blame culture we now live in. I am sure the reason the council is worried is due to the amount of young people who frequent the cemetery for recreational purposes.
Is there not another answer to the problem other than this horrible yellow tape?. Maybe a patrol by the PCSO, or council official.
